Betta fish eyelids?

say what?! So here is the story:
My neighbor across the street has a betta and he seems to have eyelids, basically he is a bright green/blue betta and his body color completely covers his eyes!! What is this...?
if i can get a pic of him i will post it. he lives in a less than 1 gallon bowl
And their 4 year old daughter is too attached to give it away!!

I honestly dont even know? They literally looked like eyelids. The poor thing doesnt ever move..... his name is Harley :3

He sounds like a dragonscale. Sometimes on dragonscale fish, their scales will grow over their eyes causing blindness. If he's not moving, I'm inclined to say that he's blind from the scales.

nam, that is true but his scales didnt seem to be that dragonscaled heck they probably bought a vt and got a dragon scale what luck!
