Is this fin rot?

A few weeks ago during feeding, Finley accidentally bit off a chunk of his fin as it was in the way of his mouth before swallowing a pellet. There has been SOME regrowth but not enough to notice much of a change. This morning I noticed that his fin had new tears, but it looks a little like fin rot in the way the edges are torn. Very jagged and choppy, and appears to be a little dark around the edges.

What does everything think? Does this look like fin rot to you? I can't really tell because it's not as severe as I've seen on this thread. If it is then I'll definitely start the aquarium salt treatment tomorrow.

How often do you feed your betta fish? 2x per day 3 pellets

How often do you perform a water change? 1-2 times per week
What percentage of the water do you change when you perform a water change? 25-50%
What type of additives do you add to the water when you perform a water change? Seachem Prime

Have you tested your water? If so, what are the following parameters?

**I only have a liquid test kit for ammonia, but I literally JUST broke the test tube on accident.**

Symptoms and Treatment
How has your betta fish's appearance changed? Fins are tattered
How has your betta fish's behavior changed? He seems to be active during the day and lazy at night.
When did you start noticing the symptoms? This morning his fins were torn when they weren't last night.
Have you started treating your fish? If so, how? N/A
Does your fish have any history of being ill? N/A
How old is your fish (approximately)? Unknown

Honestly, his tail looks okay to me. My old betta Mello accidentally pierced a hole through his veil-tail, and with that openly-exposed wound, he developed severe finrot which ate away 40% of his tail within a week. I stopped it before it got too out of hand, but, be careful about your betta. This may/may not happen. I think if you treat his 'wounds' quickly enough with the salt treatment, he'll be just fine. :D
