Fungal or bacterial?

Hey guys, I need some help with Roxanne...





About a week or two I noticed she had some specks on the top of her head, so I fished her out and put her in quarantine. Half gallon plastic tank. I thought it was ick so I increased the temp to 85 degrees, put in some Mardel Coppersafe, and covered the tank for darkness. When it seemed to only get worse, I switched to using General Cure, and just last night I switched again to Fungus Cure just in case. I've also been putting salt in and I lowered the temp, and she seems to be moving a bit more, but she still looks the same. I'm doing 100% water changes. She lived in a 10g tank with two others, but they don't seem to be affected.

If I could just figure out what type of infection it is, I could treat it. It looked like ick to begin with but now it's all clustered together and it looks like instead of white specks like places where her scales/skin are being bitten into. Her eyes are glazed over too, and she's not eating, and she's clamped and lethargic. I'd really appreciate it if someone would help me determine what's wrong with her, and what a safe course of action might be.

Does the fish have pop eye? The eye looks huge in the pic, but it could just be distortion.

I don't see any sign of fungus, and without seeing a "before" pic it's hard to tell if her coloring and scales look different.

no, her eyes are normal sized.
