Protruding/Stickin Out Gill

Hi,

One of my Betta Fish's gills [left one] is sticking out a little bit, and he seems to primarily use this one. I got him 3 weeks ago, and it has always been like that. I don't see him use the other gill much. Is this normal?

Is there anything else wrong with him? Heavy gasping, swollen or burned gills, lack of appetite, etc? If not, he is fine. I have had a betta who took severe damage to the one faceplate, so he relied on the other more. He never used that damaged side, even after it healed. He lived with me for a couple years after the incident.
