Least stressful way to move fish to different tanks?

I have 3 tanks set up, and 5 bettas.
3gal with 1 betta
5gal with 2 bettas
10gal with 2 bettas

I need to switch most of them into different tanks, to give them the best home. For instance, my biggest males need to go in the 10 gallon and so on. All of the tanks will be cycled when this move happens. So at one time, I will have 4 males in cups acclimating them to their new water. When I do this, I use a turkey baster to change 25% of their cup water with their new tank water every 15 minutes. Is this the best way? I know that once they get in their new tanks, they will need time to settle, so I'll keep the lights off.

Yes. that is a good way. You can try doing that for an hour or so.

Ok, another question... I plan to also switch some of the fake plants and decorations. Basically, the plants/decorations one fish had in his original home will be switch with him to his new home. There's going to be a lot of switching! Is there any problems with doing this? Should I do all of this during/after a water change so everyone has clean water? Again, the tanks will be cycled. One will be newly cycled.
