Heater question?

I have a 5 gal tank and I use a heater for 5-15 gal tanks (aqua culture I think?). I have the heater set at the highest setting right now. I periodically check the temp and goes anywhere from high 75 to about 80 degrees. Is it normal for it to fluctuate like that? It doesn't seem right... what can I do to make it more stable? It seems like he was happier in his 1 gal bowl

does your room temperature fluctute? if not then you probably need a new heater

If it's an adjustable heater than it should stay at the temp you set it at. If it's not adjustable then it will fluctuate as the temps in the room fluctuate.
