Dropsy?

I posted in another thread my rescue isn't eating but i have noticed raised scales and think he might have dropsy. Here is my other thread, what should I do just put him down? His scales are slightly raised but he isn't bloated. Can it still be treated? Is it dropsy or just bacterial?

My boy had dropsy once, but it went away on its own, clean water is about all you can do, maybe some epsom salt, idk, but its caused by fluid build up under the skin.... yes from bacteria.
