Exclamation How do I treat whatever this is?

The past few days I haven't had power. As a result my fishs water temperature dropped to 60 for about a week. He now has cotton balls on his fins but on the tips. I can't see any other signs of anything except he likes to point himself up a lot but not all the time. Just did full water change and i'm acclimating him to the new temp. What am I dealing with (fin rot?) and how do I treat it. This is my first fish and i'd like to do right for him.
Housing
What size is your tank? 5 gal
What temperature is your tank? normally 78. Dipped to 60 past few days.
Does your tank have a filter? No
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Nutra max?
How often do you feed your betta fish? Once a day

Maintenance

How often do you perform a water change? Full every week
What percentage of the water do you change when you perform a water change? 100%
What type of additives do you add to the water when you perform a water change? api tap water conditioner and nutrafin betta plus

Have you tested your water? If so, what are the following parameters?
N/A

Symptoms and Treatment
How has your betta fish's appearance changed? white cotton ball on fins
How has your betta fish's behavior changed? seems to point up a lot
When did you start noticing the symptoms? 11/4/12
Have you started treating your fish? If so, how? Going to pet store now
Does your fish have any history of being ill? None
How old is your fish (approximately)?A year or less

After researching multiple sites the general consensus was this:

Treatment options typically include formulas that contain methylene blue, such as Jungle Fungus Guard, Mardel Maroxy and Aquarium Pharmaceuticals Fungus Cure. Four teaspoons of Aquarium salt to the gallon also aids in healing the fungus.
