I would get some silk or live plants to decorate the tank. Also 75 is too cold for a betta. Do you have a heater?

I would say yes you do need a heater I reccomend 78-82F but 77-83F.http://www.bettafish.com/showthread.php?t=49160

if you flare our bettas too much after a while they will eventually flare at nothing they will even flare at you just even if you just passing by them
