Questions on cycling

I'm starting my fish less cycle and I know I will have tons of questions throughout the process. Right now I'm trying to figure out how much ammonia to add. I have Ace Hardware Janitorial strength ammonia which is 10% ammonium hydroxide. How much should I add to my 10 and 20 gallon tanks to get the ammonia up to 3 or 4 ppm?

I also read that bacteria like air, so should I put my bubbler in one of my tanks? If so, should I put it in the 10 or the 20 gallon? Which will it help the most?

I'm going to add Tetra Safestart so how soon should I expect to see an ammonia drop? It says the bacteria are live so will they start working right away?
