Too young to tell, but most likely it's a she and VT (higher odds). Those young ones tend not to survive very often, as they are too young to be sold to people who are not experienced with baby fish..
Make sure she is in a heated tank that is approx 82*F, water changed every couple of days, as water quality for a juvie is more important than anything else.
Food - make sure it's high quality food, NLS Growth is ideal for a young one like that.. live food even better.
I would definitely do some research about caring for juvenile bettas, as they are a bit more delicate. Good luck!
