Sick betta in need of a good home.

I have had Rag for about 2 years.
He has been through a lot because when I first got him, I knew nothing about taking care of betta.

I noticed some weird red spots on him about 5 months ago, and after looking for a very long time, I came to the conclusion that he had hemorrhagic septicemia.

I have treated him with multiple things including maracyn and kanaplex, though none of them have worked.
I found that the reason he isn't getting better has to do with my water chemistry.

I live in the mountains, so we get our water from a well.
Our water chemistry is very odd.

Anyways, I can't lower it, no matter how hard I try, and Rag isn't getting any better.
He is active and happy-ish, but I can't take care of him anymore.
I have school, and lots of other fish to take care of, so it's very stressful having to deal with changing his water every other day and hope for his recovery.
He needs a good person to care for him, and who has better water quality.

Hes also hand trained and very friendly, but watch out, he bites really hard! He is a bit aggressive, I would be hesitant to put him with any other fish, though I have never tried before.

I live in Santa Cruz, California.
If you live nearby, it would be awesome if you could take him.
I can't ship him though because I am afraid he wont survive the journey, and I don't know how to either.

He's a pretty boy. I'd take him from you but I'm in So Cal. I don't suppose you're coming down this way any time soon? Or willing to meet 1/2 way? It'd have to be on a weekend because I work full time. Think about it for in case nobody closer to you takes him.

That ph is WAY too high to keep a betta.. it's higher than any human should be drinking too..

Go to the grocery store and buy r/o water in jugs. Mix it up to bring the ph/kh down. Obviously, you'll need to do this in increments and adjust him very slowly.

You can also experiment mixing up different parts before you do anything with him so you know how to get the right mix.

yeah... I am fully aware of that, I honestly don't have the time to do all of that though because I can't drive and I have school full time.
That's why I'm trying to find a better home for him, because I am failing at caring for him myself.

Do you have any dried oak leaves you can add to his water? It will help lower the PH a bit and the tannins will make him feel better.

That KH is so high...it will be almost impossible to lower pH
