Symptoms and Treatment
How has your betta fish's appearance changed? Fins appear clamped, no color loss
How has your betta fish's behavior changed? Sits on bottom of tank, only swims to get air, wont really eat, when he does swim he kinda bobs vertically and just floats back down
When did you start noticing the symptoms? About 2 days ago
Have you started treating your fish? If so, how? Put epsom salt in the water just then
Does your fish have any history of being ill? Only purchased from pet store 4 days ago
How old is your fish (approximately)? Unsure. 6-12 months roughly

I'd like to also add that everytime Ichange the water its ok for a day then lots of fluff kinda stuff ends up floating all around the tank. It doesnt stick to the fish [named Balthazar] just floats around the tank.

So sorry your fish is ill, since this fish is new, has it ever acted normal? And from the looks of your avator you are not new to bettas?

Lots of stuff floating? Can you post a picture? Definitely have your tap water checked. We had a member who had 1.5 ppm for ammonia directly from tap. Others have recommend going to LFS to have it check for free. You might want to increase temperature, do daily partial water changes (50%), and continue to add salt per PWC. Use common sense in doing these steps. Such that water needs to be in similar parameters (de-chlorinated), slowly increase temperature to acclimate him, and mix the salt well first before adding to his home. The fix is slow, so don't be hasty to see a result immediately. If this doesn't work, then the illness is probably quite serious and needs more time, which the fish might not have.

I changed the water in one of my other tanks the same night & the day before & none of that floating stuff is in the other tanks. Just this one tank.
It just looks bits of fluff in the water. When the waters not moving it all sinks to the bottom.

He was acting alright the day I got him though.

Definitely will need to see the picture as it will 'speak a thousand words' to me lol. We don't know what it is, however, we do know it's something in the tank that is causing the water to have 'bits of fluff.' I don't think it's the betta, so that's ruled out. I would ask you to tell me what's inside the tank, but a picture again, would easily tell it all.
