Is my betta ok?!

Hi my name is Monica and I have a beta named Sebastian. I don't know what it is about him but I love this fish so much! He is on my bed stand and I see him every day and he's always the same happy fish that i love but today I had to move his bowl for a bit and when I moved him back I noticed that his bottom fin has split into a few seperate strands and I'm not sure why? The strands look too clean to be rips or tears but you can see what I'm talking about in this picture. I'm scared it could be fin rot but it doesn't look like it to me.

Does he do alot of flaring cause that can cause the fins to split ot any decoration he could have torn them on ? Keep his water very clean while they heal.

take him out and put him in a 1 gal tank with IAL that will help

You can use aquarium salt.

Yesterday I put a double sided mirror in front of his tank when I was doing my make up and ever since then even after I moved the mirror he's been flaring a lot. I feed him 6 pebbles a day and change his water every couple weeks. I've had him for about 6 months now and he's been perfectly fine with the way I care for him. He's happy an has plenty of bubbles

The only decoration I have in there is visible in the picture but its been in there for a long time and he's never had issues with it before

Is it bad if he flares a lot?

It's kind of chilly in my room so probably not as warm as it should be. When I clean his tank I remove all the water rinse the decorations, gravel and tank with warm water, fill it back up, add conditioner, wait for it to return to room temp and put him back. Nothing has changed for him in a while though so I don't understand where this came from all of a sudden
