Issue with fin

What tank mates does your betta fish live with? 2 Ghost Shrimp

Food
What type of food do you feed your betta fish? Mixed. NSL Betta Formula and Omega One Buffet Pellets with Omega One FD Bloodworms as treat.
How often do you feed your betta fish? 3 mixed pellets in the morning, 1 pellet after work (Around 3pm) and 3 mixed at night.

Maintenance
How often do you perform a water change? Every other week.
What percentage of the water do you change when you perform a water change? Mostly 25%, sometimes 50%
What type of additives do you add to the water when you perform a water change? NovAqua Plus. Sometimes Aqueon Betta Water Conditioner.

Symptoms and Treatment
How has your betta fish's appearance changed? Not really.
How has your betta fish's behavior changed? Seems normal, so no.
When did you start noticing the symptoms? Today 11/26/2012
Have you started treating your fish? If so, how? Just adding the NovAqua Plus.
Does your fish have any history of being ill? No, just fin rips/nips.
How old is your fish (approximately)? 6 months?

Today, I notice a little white/grey spot on his top fin. Just a little one that's a bit hard to notice if you're not paying attention. So, I have no idea what it is. In the picture provided, its somewhere around that circle area, might be a little bit off, but it's some where near there. Anyone know what's going on?

its kind of hard to see... if its fuzzy try treatin with Aq salt, starting at 1tsp/gallon.

premix salt in another container with tank water then pour slowly into filter current to distribute.

Okay I have a quick update, it looks a like a little black fin at the end, then it goes white. (Just a little) and its kind of hard to tell cause the betta fin is like a Royal blue.

Update 2: Came home today and notice something was really different about his fins. I saw him bite his fin and I stopped it and I saw one of the Ghost shrimp biting it also. But that was dealt with. But is it Fin rot?
