Siphoning the gravel?

How much lower does the bucket you are siphoning into need to be than the tank? I've been putting my bucket on a stool that is about 6 inches lower than the bottom of the tank and I don't feel like I'm getting enough suction /:

I put my bucket on the floor, since my tank is around 23" from the floor. So I always get enough suction. I don't point the siph too high cause then it will not have enough suction power.
