I'm abroad... I hope to go back there for vacation mid next year though.. I sure miss the food! I know there is an IBC charter group there... I believe they are based out of Pampanga but not 100% sure.. I'll have to look their info up later.

there is a group here called Asian Betta Alliance or ABA i think they are the one you are referring to? they have 3 IBC Certified Judges there. Im planning to apply for membership maybe this coming 2013 :)
