Aquarium Salt.

I think my fish has Velvet, can I had salt directly in there with him, or do I need to take him out and let it dissolve then put him back ?

What symptoms is he showing that make you think velvet?

Best to be sure before doing anything stressful on him.

Yes, you need to let the salt dissolve before adding it to the tank and as Myates said, you should be sure that he does have velvet before adding the AQ salt.

Also, what size is the tank and does it have a filter? You will need to do 100% water changes while treating him. Many people recommend putting him in a smaller hospital tank since it does require 100% changes.
