Very dsick betta

My sister is gone so I was supose to feed her fish. I went to feed him and he is not doing well.
Housing
What size is your tank? 5 gals
What temperature is your tank? 80-85
Does your tank have a filter? no
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? none

Food
What type of food do you feed your betta fish? Omega 1 betta pellets and sometimes blood or white worms
How often do you feed your betta fish? 2 times a day 5 pellets a feeding

Maintenance
How often do you perform a water change? My sister only does a water change every like two weeks.
What percentage of the water do you change when you perform a water change? 25%-50%
What type of additives do you add to the water when you perform a water change? Nutrafin Aqua Plus tap water conditioner.

Symptoms and Treatment
How has your betta fish's appearance changed? paler colored
How has your betta fish's behavior changed? Lays on the bottom, swims vertically and breaths heavy.
When did you start noticing the symptoms? Tonight
Have you started treating your fish? If so, how? I put in a 1 gal jar filled 1 quarter of the way up with IAL I placed the jar in heated tank with no fish in it to keep jar heated.
Does your fish have any history of being ill? He never seemed normal we only have had him for about a month
How old is your fish (approximately)? about 1 year hard to tell with pet store fish.

I'm not totally sure about this one. It may be ammonia since the water is not changed often enough. Also, 10 pellets a day is a little much. He doesn't seem bloated or anything?

That is what my sister feeds him, he does appear slightly bloated. How do I treat ammomia poisoning?

You should be doing 100 percent weekly. Also Temp should not change 5 degrees 4 is thr fatal level.

I'd fast him for a day and tell your sister she is feeding him way too much. Do a water change ASAP. A five gallon tank without a filter needs one 50% and one 100% water change every week.

ChocolateBetta- This is my sisters fish it is her responsibility sp I will not be doing water changes just because she is too lazy but I will not let her fish die because she is too lazy. The temp does not change 5 degrees but I don't have a themometer so I don't know the exact temp.

Ayalacookiejar- He is in a hospital tank with IAL currently I will fast him today and pass on the info.

You could convince your mom to let you do water changes.

Trust me I do water changes on her tank more than she does. When there is fungus growing in the tank you don't care if you are supposed to do a water change or not. I don't thing my sister should have a betta because she just doesn't understand how much work they are. On the bottom of her tank there is currently a white film.
