Will my betta's tail ever color up?

My betta lost half of his tail due to sever fin rot. He's doing great now and his tail has grown a lot, but it's a clearish gray color instead of his normal turquoise. It's been several weeks since his fin rot, but there's still not real color in the regrown part. Is this normal and will his color come later or is he always going to be like this. He's in really hard water if that makes a difference in fin healing.

Fins do tend to heal a little slower in harder water I believe, but the regrowth should eventually color up once more. I know it can take some time, and possibly even longer for you since your water is very hard, but it will eventually.
