does it look like mushy crystals that are used to conserve water?if it is, that gel is silica based, wouldn;t worry about it.or is it organic and a cause of stale water? slime mold? i wouldn't be concerned by that, other than scrubbing it off may work initially.it will probably return. i guess the thing that i'd worry about is if the bamboo was soaked in any preservatives to make your arrangement.they didn't necessarily plan on it being an aquarium ornament. they are extremely dense plants and may leach for some time it will return. lucky bamboo is a misnomer, its in the dracaena family. if you have house pets keep them away from this plant ,it's poisonous.

I would still be on safe side. Plus is would have a little more growth.
