Free chlorine (Cl2) is not white. As Hallyx said, it's a yellow-green gas, and is poisonous.
Also, there is only one water source into your house or apartment. All of your water comes to your home via a single pipe. So there is no way that your hot water could contain more chlorine than your cold water.
Does the white color dissipate quickly? Could it be air bubbles?
If you really want to verify if there is 'extra' chlorine in your hot water, you can pick up a chlorine test kit. (Walmart sells them for about $5.) Test the hot water and the cold. See if there's a difference. (Then have some fun, and test a dilute bleach solution.)
