Sever case of ich

So I went over to my brothers house and I saw that his betta has ich I can see that my bro doesn't care about it I had to do a water change since the wate was almost at the bottom
All I know is that he's in a 1 gallon bowl he eats hikari pellets and water changes probably never
So is there anything I can do

You can take him home or give your brother a lecture on bettas.
I normally use IAL water and pet store medication when dealing with ich and velvet.

You need heat and salt or meds. This sticky here describes it very well: http://www.bettafish.com/showthread.php?t=73332

Good luck! Consider asking your brother to adopt his fish if he doesn't want to provide for it..
