Ribbon's Shredded fin

My beautiful fish, Ribbon, is in teribble condition. A day ago, my poor veil tail's fin was slightly ripped, possably due to the filter. Today, after spending the moring with my best friend, I came home to discover that his entire top fin split in half. He swims as well as he did before the incident, as I like to say, he acts like a small, colorful dolphin.
What should I do? He's only left with 2 little strips, It looks like they are going to fall off!

A strip has fallen off. Did he chew it off? What's Going on?

It could be the filter.. It's always a good idea to put a prefilter sponge on the intake tube of HOB filters because they have been known to suck bettas into them with worse results. http://www.amazon.com/Pre-Filter-Spo.../dp/B004K9A15G
