Does my betta have fin rot? I Got Pictures

Okay, so if you saw my earlier post, my crown tail betta definitely had the poor water conditions fin rot usually needs. I finally got pictures once the sun came through my window. Here are clearer pictures.

Well he certainly looks clamped and could probably be a lot more lively and happy. It could be fin rot; although it's hard to tell whether that's his normal color or not. But see where his spikes seem to be falling? That's not too good of a sign. Either way, you should do 2 water changes every week for a tank that small. I thought I could get away with once a week but eventually my betta also got fin rot. So I do 2 100% water changes every week. That and warm water should brighten him up immensely. Hope he gets better soon :D
