Ok so I have him floating in his cup in the tank with clean everything in it.
Also added the dechlorinator.

I will start adding his new water to his cup every 10 mins for the next hr.

Oh he is so cute I've only had him for 10 days and he's such a nice addition to our family.

I will try and get him a bigger tank this week.

Let him to float for a while this way and only then start adding small amounts of new water. After one hour put him back in his tank as gentle as you could and with the smallest amount of old water as possible.

You're welcome. Feel free to ask any other question that you have. I hope he perks up soon too. :) Probably right now he's feeling trapped in that small cup. :)

Ok so it's 1:15am in Melbourne Australia and I have just finished the 100% water change.
Julio seems pretty frisky after being let back into his tank. Swimming around a lot and also flaring a lot. Not sure if this means he's happy or that he's angry at me!
Getting hubby to check him when he gets home from work in the next few hrs.

Thank you all for your help, I'll keep u updated :)

I would say he's probably happy because he's swimming in clean water now and angry because of the small cup :)) both in the same time. :) You both deserve a good sleep right now.

Remember to use plastic cups that the fish cannot see out of to ease stress! You also can leave the cup in question inside the tank for him to get a feel for it a few hours before the change so that it isn't as stressful.

This morning I just got up to feed him and he seems very happy lots of faxy swimming.
His fins remain the same though. I really feel when I watch him swim that he struggles because the tank is small. We are going to get a bigger one on the weekend.

Oh ok the cup I have is clear ill get another one for him. I thought clear would be best so he could still see?
