Depends on what size tank you will be using. Top fin makes pretty good submersible adjustable heaters for a reasonable price. I would recommend a 25watt for 1-5 and 50watt for 2.5-10 or 15.
I really do suggest trying to atleast get a bigger temporary bowl or something for him though till you can move him into the 10. You will be surprised at how active he becomes in a bigger warmer space

My goodness, he is simply beautiful! I've never seen a betta with that particular coloring. What a lucky fish parent you are!

I personally would suggest a Hydor THEO, as they are a nice, compact, and relatively cheap adjustable heater. It does depend on tank size though. I'd suggest forgoing the heater for now if he is staying in the cube, as it is difficult to maintain a constant temperature in a tank that small.

thanks all again :) I am going to the pet store after school today for my lizards so i will be sure to look at the heaters they have!

also he doesnt seem bored in his cage, he is really active but he does not "flare" up like all you said he should be doing. is that just cus of the water temp? my other bettas were the same way

It's good to hear he swims about. However, you will notice an immediate change in a slightly larger, warm tank.
For cheap small heaters, I bought a pre-set Aqueon 10 watt for 16$ at petsmart and it's over a year old now- still works great. However, a 25w topfin was only 19.99 (got one of those too, which works great after exactly a year).
My mom has a tetra heater from Walmart which is 10w and is pre-set. It is about 8 months old and works okay, keeps him from freezing.

okay so heres a pic of him semi flarring up haha not sure if you can tel anything. i just got back from the pet store and they were outta heaters so im on my way to petsmart

i did just add 2 super small plants into the tank and it seemed to already make him more active
