International Student Scholarships?

So, long story short... Friend in Gaza would like to go to college. He did go to USA for college, however due to certain circumstances he had to leave (a decision made by him). We decided it would be better if he were to get to Canada, as then I can help him out via the materials, books, etc he needs for schooling... Plus if he has to take history, English, etc, it will be a lot easier for me to help

Now, does anyone know what colleges within Canada (location within is not picky) offer scholarships to international students? I've sent one email already, and we are still looking. I'll basically do whatever I can to get him here.
