I think I have a big problem

I recently got two betta's (in separate tanks) from a friend who just couldnt care for them. My red betta was doing fine :( but now all of a sudden he/she has a huge bulge just behind and under the front little (fins?) and gills. It looks like it is going to explode . At the very bottm there is another small buldge that is clear/white with what looks like small bubbles or scales. I just cant stand to see him or her suffer. If there is anything I can do that would be great. Please help!!!

I don't have my books at hand, but yes, it's a disease of some sort. I've seen pictures of it with neon tetras. Check up on the net, and you'll find something.
