The power draw on a fish tank heater, especially for 5 gallons and under, is really quite small. They shouldn't really have an issue with that. If I had to guess his symptoms are probably a mixture of the move stress and ammonia spikes. I've found the least stressful way to move is by getting an insulated container (lunch box, Styrofoam, etc.) and using plastic bags to cushion the container. Keep it dark and make sure there's enough air.
