Yep it started in Melbourne in the late 80s and has been evolving ever since. i wouldn't say it's an American version of c-walking (which is an American dance). It's popular underground all over the world especially in Brazil, Malaysia, and Russia.

Also my friend Josy has become internet famous for her shuffling to electro swing music over the past few weeks. She hit the front page of Reddit and has a huge amount of subs on Youtube now.
