It might have been shock if he went straight from an epsom salt bath to fully dosed AQ salted water.

I've never seen a betta fish go into shock, so who knows?

When I saw him this morning, his whole body had turned grayish-white, his scales were raised, and eyes were swollen to the size of grapes. Not a pretty sight. That's what had me thinking it's been dropsy this whole time. But, I don't understand how it could have happened so rapidly. Now I'm curious, and I feel like it's my fault for not being more careful.

Sounds like possibly Columnaris still or other fast moving internal bacterial. Sorry :(
