Yes - partial water changes every day will help. :) However, I know you won't like this suggestion, but if your sergeant won't let you have what you need to properly home a betta, maybe you should consider giving him to someone who can provide what he needs. The things Sainthogan have suggested are all great, but not good for the long-term. :(

1. One gallon tanks is not that big, you can surely get one pretty Cheap. You can even get one of those plastic critter keeper to put him in, get one that is at least 1 gallon. They are onyl a few dollars.
2. Yes, a dechlorinator is needed. But if you do not have one right now, you can age the water too. Put tap water in a bottle, keep the bottle uncapped, let it stand for 2-3 days, then take some water out of his tank and pour that aged water in. Change it every 2-3 days if your tank is 1 gallon.

Thanks guys. I decided to to do.a full change at lunch. The waters were sitting room temp by his bowl. That was at 1130 and he has been OK so far. He never really had his fins closed unless he was sleeping. He still does his.little dance and for the first tine I heard him jump tonight! It was dark.bit he splashed out water so I put a piece of paper his top. He was always very active and he always shows off his fins. At least that.it looks like he does to me when I watch him. But I will get a tank this weekend I get paid real soon. And will start doing my own water. The vase looks just as big as a bowl from the store that says one gallon. I will probably do partials but once I get him.a bigger bowl I'm gonna put a spongebob pineapple house :3

Don't use the spongebob pineapple house. It has a metal foundation, so it will rust, and rust is toxic to fish.
