Black lights?

I have two questions.

1. Are these harmful to bettas? I have looked around online and can't really find any straight up answers other than they can be harmful.

2. Can they sleep with a black light on?

The reason I ask is because sometimes I am up later than my fish are and I have a small black light near my bed that I use to see, but I don't want to use it if it is going to prevent my fish from resting. It is not very big and I don't point it directly at the tanks.

If it's one of those "true" black lights that emit UV, yes they are bad for all fish.
