Can you use the SPLENDID BETTA COMPLETE WATER CONDITIONER with all the rocks in the water with it and also i don't really understand how to cycle how do you do it?

Yes, from my knowledge.
& Cycling is just colonizing bacteria- basically, since bettas aren't SUPER sensitive fish, let your tank water filter and run FISHLESS for 2 weeks.

Usually cycling takes about a month, sometimes more sometimes less. Throw a couple flakes or pellets of food (or a little bit of fish poo if you want) in so it can rot and turn into ammonia and that starts the cycle, at that point do not put any fish in until you see 0 ammonia, 0 nitrites, and less than 20 nitrates (use an API test kit).
