Stuff on my Java Moss and Anubias?

I'm not sure this is in the right board, if it's not feel free to move it!

So I have a very lightly planted tank, meaning I have little to now plants at all. This is going to change when I get my new tank and can set my tank up the way I want. For now I have some questions, like what the heck is on my plant?! Lol! Please excuse the 'mess', I had just poured in some water and it stirred the bottom up.



As you can see, there's a weird brown gunk clinging to it. I've seen it on the Rhizome of my other Anubias but haven't thought much of it since it went away. I try to do weekly siphoned water changes, but i'm out of water conditioner. Any suggestions for that? I'm currently using Aquasafe but it's so expensive! >_<

I heard TopFin is good, and only requires a few drops for a 5 gallon.

I'm not sure about the plant, honestly looks like algea...

As for the being out of water conditioner, if you let water sit out for a few days before doing a water change all the chlorine will evaporate. But its still much better to just go run to your nearest walmart or pet store and get some more conditioner.
Not sure about topfin being that good, but Seachem Prime is one that only requires a few drops and is highly recommended

No not unless it completely engulfs it, which I doubt.
When I get algae I normally pull the plant out, scrub it with my fingers in old tank water and when I put it back in its usually good as new
