What could be wrong?

So I got Colonel Mustard Friday and he was darting around at first and later he was very lethargic. I didn't know if he would make it through the night, but the next day he was doing great. This will explain a lot:

I hope he doesn't have internal parasites.
Housing
What size is your tank? 1 gallon.
What temperature is your tank? 78F
Does your tank have a filter? No.
Does your tank have an air stone or other type of aeration? No.
Is your tank heated? Yes.
What tank mates does your betta fish live with? None.

Food
What type of food do you feed your betta fish? NLS, I haven't fed him any frozen bloodworms but I am going to tonight.
How often do you feed your betta fish? 2 pellets, once a day, skip one day of the week.

Maintenance
How often do you perform a water change? Every few days.
What percentage of the water do you change when you perform a water change? 50% using gravel vacuum.
What type of additives do you add to the water when you perform a water change? Tetra SafeStart water conditioner.

Symptoms and Treatment
How has your betta fish's appearance changed? Some ripped and tattered fins. (See picture)
How has your betta fish's behavior changed? He lounges on the thermometer all day, and when I turn on the light he darts everywhere.
When did you start noticing the symptoms? Monday.
Have you started treating your fish? If so, how? Not yet.
Does your fish have any history of being ill? No.
How old is your fish (approximately)?
I have no idea.

This picture shows the rip in his fins that worry me. It is hard to get a picture because he darts around to much.

Are your plants sharp? Have you seen him bite his tail?

There is a silk plant in his tank, and I haven't seen him bite. He just sits on the thermometer.

They only thing I see that could be wrong is 2 pellets once a day is not enough no wonder he is not active. I would give him at least 4 in the morning and 2 at night and see how he does with that. The NLS pellets are very tiny I feed Perseus 4 or sometimes 5 of those and he does very well no bloating but all fish are different what works well for one may not for another but just try it and see how he does. Feeding them 2 is all I have has time for, I have come down with a cold so im bot feeling to well, But all of my other Bettas are as active as can be. I will have to feed them the bloodworms tomorrow but I will give him a little extra, also when I first got him he was a bit bloated.

If it is fin rot and noot fin nipping, you can try AQ salt for 10 days and see how that goes. It's 1 teaspoon per gallon, premixed.

I don't think it is fin-rot. But his darting worries me, he goes crazy.

He is sitting at the bottom of the tank and breathing heavily, I can't get him to move because he isn't used to me or my fingers.

you should do a 100% wc once a week. especially if he has fin rot. If he's still acting off, no matter what you do, you may need to start resortin to meds. check his poo, is it white and stringy? check his breathing... is it labored?
