Man I really hope it's not the filter now. He's been in that 10 gallon since the day I got him, and I would feel TERRIBLE moving him into a smaller tank. :( Obviously if that's the only thing that will help I will do it, but I would feel so awful. He doesn't seem affected by it at all in his behavior, so if it's purely something physical and not hurting him I don't mind what his fins look like. But if it is rot, it's probably not good for him. :/

Yes that's the kind I have. I'll check those out and see if that makes a difference!
