Not sure what is wrong

I only have one betta fish. I bought him for my little boy who is 2. I've never really had a fish before, but I feel I take pretty good care of him. But within the last couple of days. I have noticed that both of his eyes seem to be bulging. He isn't moving that much either. I cleaned his tank really good. I normally clean it about every week. The food seems to mold on the stones if I don't. Water temp is around 76 to 78 degrees. Please help!! I googled popeye, but it seems like that only happens in one eye at a time.

No food should ever fall to the bottom..

Bilateral popeye is almost always caused by water quality issues.

Weekly water changes are always needed. Sometimes twice or even three times a week is needed depending on the size of the tank.
