Females do this as well. Though most are usually not as extreme. This girl of mine flares quite strongly and has a prominent beard, but she is definitely a girl. Usually they're just on the sides. You said "both." Does this mean that you only have two girls? Usually you want four or more girls in a 10 gal+ tank that is heavily planted. Flaring is a form of aggression; the girls "standing their ground."

I have 3 babies currently, petco babies lol so I'm not 100% on anything at the moment. I just moved two of them into a divided 5 gallon and they're flaring at the walls. I know they flare when they're introduced to new tanks, so I'm not worried, but man do they both put up a show!! I mean, these guys are barely an inch and I could tell right away they were flaring, so now I've got my hopes up they really are males!
The funniest part is, they're flaring at the reflective background... -.-" lol figures! If they seem too agitated I'll have to fix it. For the most part they're flaring at everything, though, so hopefully it's just them staking their claim lol.
It's possible as CTs rays obviously stick out more from the fin itself, but some other fin types have rays that like to peak out. I would watch to see if this isn't a bit of CT trying to get itself snuck in somewhere, but who knows. You can't really tell until they're older.
They could also get them wrong, because they don't really try to get them right. It really doesn't matter when the average buyer will only own them for no longer than one year, and then they'll just buy another. It doesn't really matter to the average person, since they'll just go "Oh, this is a HM? Okay." When really it is only a Det.
