Betta might have Ick

Hello, recently (within the last week) I've notice that my Betta might have Ick he has these white spots on his body, figure I'd ask for help and info.

What tank mates does your betta fish live with? 3 GloFish

Food
What type of food do you feed your betta fish? Tropical Flakes.
How often do you feed your betta fish? Twice a day

Maintenance
How often do you perform a water change? Once a week.
What percentage of the water do you change when you perform a water change? 25-50%
What type of additives do you add to the water when you perform a water change? Tetra AquaSafe Water Conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters? No.

Ammonia: N/A
Nitrite: N/A
Nitrate: N/A
pH: N/A
Hardness: N/A
Alkalinity: N/A

Symptoms and Treatment
How has your betta fish's appearance changed? White spots on pretty much all his body and bottom of fins turning black.
How has your betta fish's behavior changed? Not as active, always has to lay on objects in aquarium.
When did you start noticing the symptoms? About a week ago
Have you started treating your fish? If so, how? Yes, started treatment with Kordon Rid Fungus.
How old is your fish (approximately)? Unsure, got from Walmart back in October of 2012.

Another thing that I'm worried about is that the bottom of his fins are turning black :/ I've been treating with Kordon Rid Fungus and it seems to be working as a small amount of the white spots have disappeared but just a very small amount I've noticed. Below is imagines of the fish.

I'm pretty sure he has ich. I am more concerned about his serious fin rot. Quarantine him and treat him with aquarium salt at 1tsp/g. Raise the temp to 86 in the qt. This will take care of the ich and the fin rot. Stop using the fungus rid. Useless product IMO. By the way flakes are bad, switch to omega one or NLS.

Yup. Warm water too. The neons might not like the salt if you don't qt him.
