Regarding the bubbles, your Betta is just making a bubble nest! That's normally seen as a good sign since it generally indicates he's actually thinking about procreating.

For the white spot, would you be able to provide a picture?

It would also help to fill out the form here for more information:

What heater are you using?

What are you using to monitor the exact temp?

What filter are you using and how do you maintain it?

Are you cycling the tank or doing weekly 100% changes? if you are cycling, what test kit do you have?

How are you doing water changes?

The filter has a buffer on it so there is not much of a currant ...He likes to hang out in the area doesn't go on the heater just around it... set up was done in early Feb. I got a betta (Bam Bam) for xmas but he passed on just after i got him in the tank (about a week after)...My tank is 5.5 gallons has a filter and heater... He shares the tank with Dino( catfish ) and Kermit the Froggy ( african dwarf frog ) with lots of hiding for everyone.... I do have experience with aquarium but its been a long time...at least 10 yrs... now i have balou ... he has been in the tank since Mar 6 2013...I do a water change every second day containing 2 quarter change, then 1 half change, then back to 2 quarter then a full This is done in a period of a month...

The white spot was noticed yesterday morning
