Is there a way to slow down the flow of a filter for a 30g tank?

Your filter should have a knob somewhere on it.
If so, turn it until you see the flow reducing.

If not, I usually tape on saran wrap and poke holes in it so it sprinkles.
(Shut the filter off while doing so.)

I replace the sprinkler every week.
