Is this a parasite?

Housing
What size is your tank? 5 gal
What temperature is your tank? 78-80F
Does your tank have a filter? no
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? none

Food
What type of food do you feed your betta fish? Atison's betta pro, NLS, omega one
How often do you feed your betta fish? 2x/day about 3-4 pellets each time

Maintenance
How often do you perform a water change? twice a week
What percentage of the water do you change when you perform a water change? 50% and 100% per week, about 3-4 days apart each time
What type of additives do you add to the water when you perform a water change? Prime

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? strange black thing attached to the stomach area
How has your betta fish's behavior changed? No
When did you start noticing the symptoms? A few weeks ago, I thought he was just pooping all the time but that doesn't seem to be the case.
Have you started treating your fish? If so, how? No, he seems to be pooping normally and I haven't noticed any signs of wasting, lethargy, or otherwise.
Does your fish have any history of being ill? a bit of fin rot when I rescued him but after that cleared up he's been very lively, friendly, and active. Definitely my best fish, and the other two are from breeders.
How old is your fish (approximately)? I got him from petco so I have no idea. My best guess is 6 mo when I got him so about 8 months? I really don't think he's older than a year because the sales associate said that he hadn't been there for very long.

I'm on my phone so I can't see the pic too good but it kind of reminds me of my guys ventral. He is a butterfly and they brightened up and got white on them too just like his other fins. Could that maybe be his ventral turning white?

Edit: oops I misread. Hmm the black thing? Maybe a blockage that won't fully pass? He could be pooping around it?

Is there any way to encourage passing? I suppose I could try some epsom salt but he isn't showing any signs of stress or illness so..you know.. "first do no harm".

Your care is correct. I don't really know what that is. Did you suddenly Change his diet? That can cause color changes in the feces. How long has it been dangling there?

No, not really. I added Atison's Betta Pro to his diet about a month and a half ago, but thats light brown in color and his poop is the same color. It's been dangling there for about 3 weeks. I noticed that he had something similar when I first got him in January but it disappeared so I assumed it was poop. At first I thought he was just pooping all the time but then I started watching him more, and it doesn't seem to be the case.

Do you think he ripped his ventral fin and that is part of it hanging off?
I don't know of very many parasites that big that target small fish. They do exist but they are usually white and are pretty uncommon.

Olympia, I don't think so? I can't get a really good picture of it since he moves a lot but its right in between his ventral fins. Here are some more pictures I just took with an actual camera:

The last two are more shots of his ventral fins
