Is This Fin Rot?

I think my boy Ponty may have fin rot. He acts normally, he even made a bubble nest yesterday. Still, his fins are tattered and the top one folds over. Is this normal for halfmoons since they have long fins, or does he have a disease?

Doesn't look like fin rot to me it just looks like his fin is curling a little bit. Do you have a heater in his tank? What temp is the water?

Have you tested the pH of the water? Sometimes, high pH can cause fins to curl a little, but it's just a cosmetic issue, and it's safer to leave the pH as it is.

What size is your tank? 2.5 gallons
What temperature is your tank? 76 degrees Fahrenheit
Does your tank have a filter? No. (It came with one, but I was recommended to remove it.)
Does your tank have an air stone or other type of aeration? No.
Is your tank heated? Yes.
What tank mates does your betta fish live with? None.

Food
What type of food do you feed your betta fish? New Life Spectrum Betta Formula and Omega One Freeze Dried Blood Worms
How often do you feed your betta fish? once a day, six pellets of NLS and one blood worm.

Maintenance
How often do you perform a water change? twice a week
What percentage of the water do you change when you perform a water change? One 75%, one 100%.
What type of additives do you add to the water when you perform a water change? Water Conditioner (lately, I've also been adding Aquarium Salt)

Water Parameters:
Have you tested your water? If so, what are the following parameters? I have not tested them.

Symptoms and Treatment
How has your betta fish's appearance changed? He use to have a white rim around his fins (seen in my avatar). Now he does not. Also, his top fin has curled down.
How has your betta fish's behavior changed? No.
When did you start noticing the symptoms? Two weeks ago.
Have you started treating your fish? If so, how? Yes, aquarium salt.
Does your fish have any history of being ill? No.
How old is your fish (approximately)? I got him on 12/22/13

I'm glad you do not think it's fin rot. If it is simply a cosmetic issue, I'm completely fine. I really don't care how he looks, as long as he is happy, healthy, and pain-free.

The white rim may have been new growth from a previous issue that is now getting some color in it. If that's the case, it's absolutely nothing to worry about.

It would be a good idea to get a liquid test kit to check the pH of your water (and your other values), but everything that you're doing looks great!
Remember not to use the AQ salt for more than 10-14 days.

And just as a side note: Tee-hee, you got your fish in the future!

Thanks for the advice! I'll definitely buy a test kit.

And, I've gotten to use to dating for this year. I meant 2012 =P
