How big is his tank? I think it better to just do 50% and 100% water changes and keep him without filter so it less water movement.
If it a few days ago is there any other symptoms? If he just refusing to eat it can be another reason...

A gallon critter keeper. He doesn't have a filter. I normally put my finger up to the tank and he couldn't it usually and he is having a hard time finding his way around.

No need to stress hard as it is not to. You both will have to adjust some but there's no reason he can't live a healthy / happy life. As another asked, are three any other symptoms he's exhibiting? If he doesn't want to eat there could be something else going on. Mine CT gets excited over food even though he struggles.

Well he doesn't act excited about food anymore that I've noticed and he keeps opening his mouth and acting like he's trying to bite something but that's it.

Are you sure he's blind? He might not be interested in eating for some reason. I have a partially blind betta (heavy irid over eye) and still gets excited when he sees my shadow. How long have you had him? Has he eaten before?

I've had him for almost a year and yes he's eaten. He always was interested in eating. I'm ninety percent sure but I could be wrong

open mouth like he want to bite sound like -heavy breathing , gasping for air. Can you please tell us if it likes like he trying to rub his body on objects?(gravel ,tank walls etc). Is it looks like he is darting around the tank? I think it might be possibility that he might have flukes or ich. Do you have aquarium salt at home?
What is the temperature in his tank? How much and how often you usually change his water?
If he has those symptoms ( darting, rubbing , gasping for air (open mouth) he might have ich or flukes(parasites)
Do you have a heater in his tank? Usually if it parasites raising the temperature will speed up parasites life cycle. So if you have heater you can gradually raise the temperature about (1-2*in about an hour) to 84*
Now take everything out from his tank. Rinse it very well and let it dry out do not put it back in his tank yet.
Give us update, and if you can i would go buy aquarium salt in case it it parasites and you need to use it. If it really parasites i would also buy medications in case you need it, you always can return them if you don't have to use it.
Salt will dehydrate parasites and also help to fall them so you can remove them manually.
You will need to pre mix 2tsp /gall make sure it dissolve , never put it in the tank directly because you will burn him. You will need to do daily 100% water changes . Make sure when you do 100% water changes you slowly acclimate him. Let us know if you don't know how to acclimate betta to the new water so you don't shock him with drastic temperature.
Also wash and dry out all changing equipment after each use.

No I don't have aquarium salt or a heater. He is on a 3 gallon critter keeper. I usually change it once a week and 100% and no he hasn't had those symptoms.

Medications for external parasites Jungle Labs Parasite tabs recommended last. If you can find Hikari Health Aid PraziPro or Seachem ParaGuard, Jungle Fizz , Hikari Betta Revive. Or find medications with praziquantel,malachite green, methlyene blue, acriflavine are helpful.
Do not buy tetra parisite guard -someone wrote that one of the ingrerdients not fish friendly.
And give us update so we can dicide if it really parasites, which i think most likely it is..
