Do you have snails? Live plants? What is your aquarium information? Can you fill out the chart in the fourth sticky?
There is a handful of things it could be, however we cannot pinpoint it without this information.
It looks like it ether has to do with ammonia burns, gill parasites, water quality issues. From what you have told us I don't believe it's result of a genetic defect or injury.

Can he see his reflection? That more than likely is not the cause, but I would like to know why he had flared.

How long is he exposed to the sunlight? Sunlight can be harmful to bettas as it can overheat the tank and can cause death if the fish is exposed to it for too long. I would maybe move his tank?

Hi Bluelightning. How is your betta today? Is his gill plate (operculum) still stuck open?

Does he have any difficulty breathing? Gasping or heavy gill movement?

It looks to me like Bloo may have gill hyperplasia, a condition that causes the gill plate to extend. Sometimes this is caused by damage to the gill and it is permanent. It is not necessarily life threatening but he if he struggles to breathe or is breathing from the surface more often then he may need to be kept in a shallow tank so he can reach the surface. With gill hyperplasia, the gill function is severely reduced so the betta must rely on air from the surface.

What type of medications did you use?
