Question Florescent?

Just got a 20 gallon for the sorority tank I want to start for a great deal. It came with a (disgusting) hood that has a florescent light. This is going to sound like the stupidest question ever, but are florescents okay? It just seems so bright and.... hospitalish.

One of my main concerns is that I am leaning towards making it a planted tank, and so I was wondering which (high, low, etc) kind of plants this would be good for. The bulb says it is a 15 watt. I am really trying to plan every detail ahead for this tank so I don't make the same mistakes as I did for my other tanks, so ANY info or suggestions would be great!!

My 46g came with a fluorescent bulb & the only thing I don't care for is how it flickers when it 1st comes on but it doesn't seem to bother the inhabitants. I have amazon swords, java fern, anachris, water wisteria, banana plants, micro swords, corkscrew vals, mondo grass & some that I don't know the names of. My biggest problem is my Mystery Snail munching on some of the plants. This tank has been set up since last July. You can see a pic in my album, I'd attach an updated photo but I don't know how to from my iPad.
