They don't need a filter in a tank that small, but a small heater in a must. There are plenty of cheap preset heaters out on the market. I would push for this. I often put scarves and blankets over my tanks to keep them warm when my heaters broke. A 1.5 gal should have at least one 50% cleaning and one 100% cleaning a week. Your fish are most likely lethargic due to feeling cold. Hope this helps!!

What's up with these crazy parents who will buy a fish and tank for their kid then refuse to buy any more equipment? It's a regular theme around here!

Or are these kids too dumb to manipulate their parents like any 21st century first world child worth their salt?

Well, a heater really should take priority. A filter really isn't needed, especially in that size of a tank. Why doesn't your dad want you to get a heater? Tell him that they are tropical fish and need one to survive. You should change the water more, a one gallon should get two 50% changes and one 100% a week, so shoot for somewhere in there.

Do you get an allowance? Maybe you could save up for a heater. I still remember my very first air pump. It cost FOUR DOLLARS (alot of money to me back then) and I still had to borrow some money from my sister to get it. It was an ugly blue and silver thing, and did not last long, but I remember spending all my money on that thing for aeration for my goldfish....

Well, personally I would make a larger tank a first priority, and a heater an extremely close second. Like Kitty said; they are most likely cold, so they aren't as active ;)
