It looks like someone sprinkled salt on them. Here's a REALLY extreme version of it:

Here's another option: go to a really high quality LFS, and look at an oscar. Keep that image in mind. Now go to a Petsmart and look at their oscars. The features the Petsmart oscars have that the LFS ones don't is ich.

Seriously though...has anyone ever seen ich-free oscars at a Petsmart? I've been to maybe five different locations and it's the same at all of them.

ok well my betta only has it on his head on top and that is it if it is ick i have 2 other males in the same tank (dividded) so dose that mean they have it too and what do i do

Medications can be pretty potent and bettas can be fairly sensitive, so I'd just stick with the tried-and-true method of cranking the heat up to about 84*. Salt usually helps, but bettas don't really like salt at all so I wouldn't recommend using it.

ok thanks anything eles i just lost my betta silver for resons unknown so i dont want to lose these three

some medications arent potent to bettas. I cant remember off the top of my head, but try to google it or something. I heard that there is actually medications to bettas only.

salt is fine with bettas but not required.

aer you sure its not just fungus?

Usually betta-specific medications tend to be the exact same thing as the normal version, just diluted a fair bit. This is because the fish are more sensitive to the medications than other fish. You could try either using betta-specific medications or diluting (or using less of) a standard-strength treatment, but I've found that simply raising the temperature of the tank to 84* is usually the safest and most effective ich treatment.
